I have connected a regulated 12VDC power supply to the power terminals but don’t see a power led turn on and when I press both program buttons and apply power, I don’t see the prog led light. Is my unit a dud? Is there anything else I can check to be sure the unit is ok?

The power led should turn on when connected to power supply.
I would recommend you try another power supply, or check the power supply to receiver terminal connection.
The power terminals are two rightmost terminals labelled “12-24v ac/dc”
If still doesn’t work, then the receiver might be defective.
